GST Bad Debt Relief Unclaimed Letter
According to Customs,
“If the bad debt relief is not claimed immediately after the expiry of sixth month, then the taxable person has to notify the Director General (DG) within 5 days after the expiry of sixth month on his intention to claim at a later date.”
So the letter is send out according to the expiry date not GST submission date.

It is NOT compulsory to claim, but it is compulsory to notify custom if you need to extend the period.
Just to share my recent GST update talk on 15/09/2015.
If you do not wish to claim back the relief forever or you got confidence to receive the money later, you are not required write to inform custom.
Unless you foresee it may not able to get the money and intend to claim the relief later, than you need to write to inform custom.
We can choose not to claim, confirmed with customs officer, he said is your money, up to you.
And according an email from Customs Call Centre, “bad debt relief is a facility, you may opt to use of or not to use the facility”.
